PHLEBOTOMY TECHNICIAN (DONOR)

SITE OF SERVICE:

·        U.S. Naval Hospital Guam and associated branch clinics.

·        Full Time

POSITION QUALIFICATION/REQUIREMENTS:

·        Education: Certificate.

·        Accreditation: Completion of a donor Phlebotomy program accredited by The Joint Commission or College of American Pathologists (CAP).

·        Certification: Certification/registration as determined by the American Society for Clinical Pathology (ASCP) or American Medical Technologists (AMT).

·        Cardiac Certifications: Must have the following hands-on certification through the American Heart Association or American Red Cross

  Basic Life Support (BLS)

·        Experience: Possess a minimum of 1 year of full-time experience as a phlebotomist, to include Apheresis Collection, within the last 5 years.

·        U.S. Citizenship: Shall be a U.S. citizen

·        English Language Requirement:  Shall be able to read, write, speak and understand English well enough to effectively communicate with all patients and other health care providers.

·        Physical Capability: Shall be physically capable of standing and/or sitting for extended periods of time and physically capable of performing all services required under the contract.

 

SPECIFIC DUTIES:

·        Perform a full range of phlebotomist duties to include proper venipuncture and finger-stick and heel stick procedures using appropriate techniques and perform set-up and completion of special test-related phlebotomy procedures utilizing appropriate techniques.

·        Ensure that all aspects of patient accessioning, specimen collection, processing, and distribution are performed properly.

·        Conduct patient/donor in-processing screening prior to specimen/ donor collection, including review of paperwork accompanying patients/donor and cordial guidance and assistance.

·        Assemble equipment, such as tourniquet, needles, and disposable containers for needles, blood collection devices, gauze, cotton, and alcohol on work tray, according to requirements for specified tests or procedures.

·        Verify or record identity of patient or donor and converses with patient or donor to allay fear of procedure and conduct interviews, take vital signs, and draw and test blood samples to screen donors at blood bank.

·        Provide technical oversight and training to ensure that all invasive procedures (venipuncture, capillary puncture, clotting time, etc.) performed in the laboratory are done in the safest, most sanitary, and expeditious manner, with minimal discomfort for the patient. Training may include newly arrived corpsman, nurses, reservists, and American Red Cross volunteers.

·        Perform phlebotomy-related administrative and clerical procedures of the Front Desk Section of the lab and fully document all samples obtained per the laboratory's standard operating procedures; maintain the supply inventory and cleanliness of the front desk and phlebotomy area.

·        Provide instruction on patient centered specimen collection (24-hour urine, occult blood testing, semen analysis, etc.) and special requirements necessary for laboratory-collected specimens (fasting requirements, special diets, etc.).

·        Provide blood drive services at the Blood Donor Center.

·        Operate and monitor the performance of highly specialized medical equipment, requiring knowledge and skill used in apheresis blood component collections. Independently set-up and operate complex apheresis equipment (Trima) and rapidly respond to alarms and warnings generated by these instruments during the collection process to ensure patient safety and blood component quality.

·        Comply with all CFR, Blood Services Directives, Blood Services Letters, Local Operating Procedures and Exposure Control Plan policies and procedures as well as all Red Cross philosophies, structures, policies and procedures.

·        Perform some phases of whole blood collection and donor care according to directives, the Code of Federal Regulations and local policies and procedures to ensure safe product and optimum donor experience.

·        Recruit donors for future donations.

CORE DUTIES: 

·        Maintain a level of productivity comparable with that of other individuals performing similar services. 

·        Participate in peer review and performance improvement activities.

·        Practice aseptic techniques as necessary. Comply with infection control guidelines to include the proper handling, storage, and disposal of infectious wastes, and the use of universal precautions to prevent the spread of infection. 

·        Function with an awareness and application of safety procedures.

·        Perform efficiently in emergency patient situations following established protocols, remaining calm, informing appropriate persons, and documenting events. Anticipate potential problems/emergencies and make appropriate interventions. Notify supervisor, director, or other designated person regarding problems that the HCW is unable to manage.

·        Apply an awareness of legal issues in all aspects of patient care and strive to manage situations in a reduced risk manner.

·        Participate in the implementation of the Family Advocacy Program as directed. Participation shall include, but not be limited to, appropriate medical examination, documentation, and reporting.

·        Exercise awareness and sensitivity to patient/significant others' rights, as identified within the MTF.

·        Maintain an awareness of responsibility and accountability for own professional practice.

·        Participate in continuing education to meet own professional growth.

·        Attend and/or comply with all annual training classes required by the Command, to include but not limited to online annual training provided by the MTF: disaster training, infection control, Sexual Harassment, Bloodborne Pathogens, Fire and Safety, Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE), and all other required training.

·        Actively participate in the command’s Performance Improvement Program. Participate in meetings to review and evaluate the care provided to patients, identify opportunities to improve the care delivered, and recommend corrective action when problems exist.

·        Participate in the provision of in-service training to clinic staff members. Provide training and/or direction as applicable to supporting government employees (e.g., hospital corpsmen, students, etc.).

·        Attend and participate in various meetings as directed.

·        Perform timely, accurate, and concise documentation of patient care.

·        Operate and manipulate automated systems such as CHCS, AHLTA, ADS, Essentris, MHS Genesis and Clinical Information System (CIS), participate in clinical staff Performance Improvement (PI) and Risk Management (RM) functions, as prescribed by the Commander.

·        Maintain DOD email account as directed. The HCW shall be responsive to all email and voicemail communications.

·        Exercise appropriate delegation of tasks and duties in the direction and coordination of health care team members, patient care, and clinic activities.

·        Maintain documentation of all treatment provided in accordance with clinic directives, and prepare such records and reports as may be required.

·        All records and reports must be legible. Abbreviations must be only those listed in local instructions.

HOURS:

·        Services shall be provided Sunday through Saturday, between the hours of 0500 and 2100 hours.

·        Shifts will normally be scheduled for an 8.5 to 13-hour period, to include an uncompensated 30- or 60-minute lunch break.

·        The HCW will be required to travel to various blood donor sites which are all located within a 40 miles radius of the MTF.

o  Travel is anticipated 3 times per month between the hours of 0600 and 1800.

o  The Government will provide transportation.

·        In no instance will the HCW be required to provide services in excess of 80 hours per two-week period.

·        On Call: The Blood Donor Center shall maintain a roster of eight (8) designated on-call personnel. A shift of three (3) on-call duty staff shall be rotated among these personnel every single day or weekly to ensure continuous coverage. 5.4.4.4.1.2 The on-call and call-back status is active strictly between the hours of 1600 and 0700.

·        Call Back: 5.4.4.2.1.1 Recall notifications shall be executed via personal phone recall. Contractor personnel must ensure their personal phones are powered on, operational, and accessible during their on-call shift. 5.4.4.2.1.2 Upon receiving a personal phone recall, the designated on-call Contractor personnel must acknowledge the notification and physically report for duty at the Blood Donor Center within one (1) hour of the initial contact.  5.4.4.2.1.3 Blood Donor Center contractor shall ensure that the daily shift of three personnel is fully equipped to receive recall notifications and is capable of meeting the one-hour response time threshold during the specified operational hours. The roster will be managed to prevent lapses in coverage due to leave, illness, or other absences.

 

Base Down Days:

During a planned closure of the facility due to training, closures before or after holidays family down days, Employee will only be compensated for the actual hours worked. If clinic is closed and employee is not able to work, employee will be required to use leave or take LWOP (without penalty). 

 

SPECIAL REQUIREMENTS/SKILLS

Must be comfortable in a fast-paced, dynamic environment. Must be able and willing to reprioritize on short notice and work on multiple simultaneous projects. Flexible and able to work with various personalities. Team work skills required. Time management skills required. The ability to meet deadlines in a deadline intensive environment is essential. High level of adaptability and willingness to embrace change in a fast-paced, demanding environment.
