Project Analyst – Mobile Dental Clinic Pilot Program
Base: White River Junction VA Medical Center
SITE OF SERVICE
Remote position supporting the mobile dental clinic based at White River Junction VA Medical Center, 163 Veterans Drive, White River Junction, VT 05001. The mobile dental clinic is deployed to surrounding rural areas throughout VISN 01.
PROGRAM OVERVIEW
This position supports the Senator Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act (Section 144) Dental Pilot Program. The program provides dental care for Veterans diagnosed with ischemic heart disease, with emphasis on serving rural populations through mobile dental clinic services. This role serves as the single accountable point of contact enabling effective oversight, risk management, and quality assurance of the pilot project.
HOURS
Part-time (0.5 FTE), approximately 960 hours per contract year. Schedule to be coordinated with program requirements. Federal holidays off.
POSITION OVERVIEW
The Project Analyst provides critical administrative and coordination support for the mobile dental clinic pilot program. This remote position oversees contract performance, ensures compliance with VA policies, manages schedules and deliverables, coordinates across multiple VISNs and stakeholders, and supports mandated reporting requirements including congressional reporting. The analyst facilitates communication between contracted dental staff, the Office of Dentistry, and the Center for Care and Payment Innovation (CCPI).
POSITION QUALIFICATION/REQUIREMENTS
• Degree: Bachelor of Arts and/or Bachelor of Science required
• Experience: Minimum three (3) years overall professional experience, preferably in medical and/or federal contracting position
• Contract Management: Experience guiding contract performance, ensuring compliance with VA policies, managing schedules and deliverables, coordinating across multiple stakeholders, and supporting mandated reporting requirements including congressional reporting
• Project Oversight: Experience as single accountable point of contact for contracts, enabling effective oversight, risk management, and quality assurance
• Healthcare Environment: Experience in medical or dental environment, preferably overseeing project management activities, building policies, optimizing processes, using medical software (e.g., electronic health records), and managing day-to-day operations of enterprise projects
• Compliance Knowledge: Experience supervising operational effectiveness, coordinating communication with medical and non-medical personnel, ensuring compliance with federal policies including Medicare, HIPAA, OSHA, and labor laws
• Technical Skills: Expert knowledge of Microsoft 365 Office programs including Word, Excel, Teams, and Outlook
DUTIES
• Compile and prepare review summaries, reports, and correspondence for documentation management
• Support operations across all sites participating in the pilot program
• Coordinate meetings, training sessions, and conferences; prepare and distribute meeting agendas and minutes
• Plan and schedule overarching mobile dental clinic operations, ensuring coordinated effort between contracted dental staff, planned locations, Office of Dentistry, and local facility support staff
• Maintain staff training schedules and records of attendance
• Provide bi-weekly feedback and insights to implementation team/Center for Care and Payment Innovation (CCPI) to facilitate real-time program implementation
• Report evaluation progress at monthly CCPI meetings
• Facilitate communication between contracted dental staff, Office of Dentistry team, and other stakeholders
• Ensure all communications are clear, timely, and effectively documented using Microsoft Word, PowerPoint, and/or Excel
• Be prepared to verbally present on required reports
• Assist in identifying inefficiencies and bottlenecks in review processes
• Document and communicate changes to processes; ensure all stakeholders are aware of updates
• Assist in developing and implementing quality control measures to ensure consistent and high-quality reviews
• Prepare reports on outcomes of quality assurance activities
• Manage and refine administrative processes to enhance pilot program effectiveness and productivity
• Attend all required VA training sessions to ensure up-to-date knowledge of VA processes, policies, and guidelines
• Participate in periodic refresher courses and policy updates; complete VA-mandated certification programs within specified deadlines
SPECIAL REQUIREMENTS/SKILLS
Self-directed and detail-oriented with excellent deadline management and well-developed time management, organization, and project management skills. Strong interpersonal skills with ability to work with all levels of staff from varying backgrounds. Mastery of oral and written communication skills with proficiency to convey information clearly and effectively. Ability to prioritize multiple tasks based on deadlines, importance, and scope of assignments. Technical kickoff meeting required within 10 calendar days after contract award.
