OPTOMETRIST

SITE OF SERVICE:

Federal Correctional Institution (FCI) Loretto, Loretto, Pennsylvania. FCI Loretto is a care level two, low security federal prison housing adults in custody (AIC) under the authority of the Federal Bureau of Prisons.

HOURS:

Monday through Friday, between 7:30 AM and 4:00 PM. Approximately six (6) one-hour sessions per week. Schedule coordinated with Contracting Officer's Representative (COR) and subject to change based on institutional needs. No Federal holidays required.

POSITION OVERVIEW:

The Optometrist will provide comprehensive optometry services to the adult in custody (AIC) population at FCI Loretto under a Federal Bureau of Prisons (BOP) Blanket Purchase Agreement (BPA). The Optometrist performs standard optometry evaluations, care, and treatment as specified by their State License. All duties shall be performed in accordance with standards and methods generally accepted within the field of Optometry and in compliance with all Federal and state policies and regulations. This position requires frequent and unsupervised contact with AICs in a correctional environment.

POSITION QUALIFICATION/REQUIREMENTS:

       Licensure: Current Pennsylvania State license as an Optometrist permitting practice of professional specialty in the State of Pennsylvania.

       Certifications: Current Cardio-Pulmonary Resuscitation (CPR) certification through the American Red Cross or American Heart Association.

       Experience: Minimum six (6) months experience as an Optometrist. Correctional experience is desirable but not required.

       Insurance: Professional liability insurance of at least $100,000 required.

       References: Letter of recommendation from three (3) peers required.

       Health Requirements: Must be free of infectious diseases. Tuberculin Skin Test (TST) or chest x-ray required prior to commencing services. Annual flu vaccination and TST screening required.

       Documentation: Must provide verification of credentials including education, current licensure, status of competency, and continuing medical education. Copies of diplomas, certificates, and licenses required.

DUTIES:

       Perform standard Optometry evaluations, care, and treatment as specified by State License.

       Evaluate patients as referred by the medical staff.

       Perform comprehensive eye exams as requested.

       Diagnose eye conditions and recommend treatment and follow-up care.

       Perform tonometry exams.

       Remove foreign objects from the eye as needed.

       Prescribe corrective lenses and frames as appropriate.

       Fit eyeglasses and adjust frames.

       Perform individualized adjustment of exam equipment as needed.

       Complete a minimum of 20 and up to 25 scheduled exams per eight-session day.

       Provide legible written reports on all patients evaluated including physical findings, diagnoses, and recommendations.

       Utilize the Bureau of Prisons' Electronic Medical Record to document all eye exams.

       Maintain constant awareness of security and a professional relationship with AICs at all times.

       Report any violations of institution rules and regulations immediately to a Government employee.

       Attend institution orientation program prior to assuming duties and refresher training annually.

SPECIAL REQUIREMENTS/SKILLS:

Must be comfortable working in a correctional environment with frequent and unsupervised contact with adults in custody (AICs). Must have the ability to work with an AIC population from a variety of cultural, regional, racial, and ethnic backgrounds. Must dress professionally at all times in accordance with FCI expectations. Must adhere to all regulations prescribed by the institution for safety, custody, and conduct of AICs. Due to the nature of the correctional setting, delays in performance may occur due to inclement weather, electrical or mechanical problems, or security matters. Contractor employees shall not supervise AICs, supervise FCI staff, participate in AIC accountability, formulate policies or procedures, or attend staff functions.
